Chill your cookie dough for 30 minutes before rolling out your cookies and cutting them. Make a template out of cardboard or template plastic found in a craft store. Then lay the template on your rolled out cookie dough. Using a knife cut around the template and bake your hat cookies. After they have cooled - coat with the royal icing mixture and add licorice pieces to make the stripes and hat brim. you can use star candy confetti sprinkles or edible star sugar shapes or frosting tinted to blue and pipe on your stars using a star cake decorating tip or even try kid friendly icing gels.

Chill your cookie dough for 30 minutes. Then divide the dough into 3 equal parts. Tint one part with red food coloring (paste is better than liquid) and one part with blue food coloring. Then roll each color out into a rectangle and layer the dough one on top of the other with the non-tinted dough in the middle. you can add peanuts or candy pieces for more flavor and texture. Then cut as shown above and bake. Cool completely and then platter or tie in stacks with a ribbon.
